Tippecanoe County IRACS Impact Report

June 10, 2025 – December 14, 2025

Initially PPM's Jail Based Program was called IRACS and launched in June 2025. The Tippecanoe County Integrated Reentry and Correctional Support (IRACS) program provided coordinated reentry and recovery support both inside the jail and in the community with the following documented outcomes between June - December 2025. 

Note: In January 2026, the IRACS program in Tippecanoe County changed to Tippecanoe County Adult Reentry Reimagined Services (TCARRS). TCARRS continues to provide evidence-based programming and services utilizing peers and persons with direct lived experience to provide reentry and recovery services to those impacted by the criminal justice system in Lafayette Indiana.

Inside the Jail (June 2025 - December 2025)

​

• 531 total participant intakes

• 1,475 one-on-one peer sessions (948 beyond initial intake)

• 420 care coordination sessions (court coordination, housing outreach, treatment team communication, etc.)

• 397 in-person recovery planning sessions

• 21 participants engaged in Matrix groups

• 207 individuals supported through reentry transition to the community

• 53 participants transferred to the Department of Correction

• 261 participants discharged

Despite serving individuals during their highest-risk period, IRACS has achieved a 4.14% six-month recidivism rate to date (keeping in mind that the program has not reached 3 years yet). Many participants remain within their first 30 days post-release, when risk is highest.

Reentry & Community Support (June 2025 - December 2025)

Of the 207 individuals supported through reentry:

• 35 received 7-day check-ins

• 26 received 14-day check-ins

• 14 received 30-day check-ins

• At least 11 entered treatment after release

• At least 3 entered recovery residences (estimated closer to 25)

• At least 23 entered work release (estimated closer to 50)

• 176 individuals were unhoused at release​

Stabilization & Basic Needs Support (June 2025 - December 2025)

To address immediate barriers after release, IRACS provided:

​

• 50 individuals received financial support

  • 20 for emergency recovery housing

  • 8 for prepaid phones

  • 7 for documentation (IDs, birth certificates)

  • 56 individuals received bus passes or tokens

• 17 individuals received tents (estimated to be closer to 25)

• 69 individuals received backpacks containing: (estimated closer to 100)

  • 2 Narcan kits each

  • Hygiene supplies

  • First aid materials

  • Clothing essentials

  • Weather protection items

• 22 individuals received additional clothing, jackets, hygiene packs, or other materials
